Add model card for Gated Memory Policy

Hi! I'm Niels from the Hugging Face community science team. This PR adds a model card for the Gated Memory Policy (GMP) model, linking it to the associated paper and project page. It also adds the robotics pipeline tag to improve the model's discoverability on the Hub.
