Add pipeline tag, library name, and project links

Hi! I'm Niels from the Hugging Face community science team.
This PR improves the model card for Typhoon Whisper Turbo by adding relevant metadata and resource links:
pipeline_tag: automatic-speech-recognition: Ensures the model is correctly categorized and discoverable.library_name: transformers: Enables the "Use in Transformers" button and automated code snippets.- Added links to the official paper, GitHub repository, and project page for easier access to documentation and source code.
These changes help users better navigate the artifact and follow community standards for model documentation.
