This PR adds support for Nvidia T4 to the LLM-Perf Leaderboard

Additional Changes:

• CSV Download Location: Modified the location of the CSV download to the dataset folder to prevent cluttering the root directory.
• Documentation: Added a README.md file for better project documentation.

I suggest we make dataset_directory = 'dataset' a global variable.
And in the readme, it explains how to git clone optimum-benchmark, instead of the llm-perf-leaderboard.
