I think the reason that your reference didn't work was because of its length rather than the file format. I've cut your reference down to the first 10 seconds or so, which seems to work well:
Reference text: A room full of violence to come. Then with the nasty white lights of LEDs. Then a man came in, and sat between the metal lockers.
Reference audio:
Models in the NeuTTS Nano Multilingual Collection work best with references around 10 seconds in length - apologies that this isn't made clear on this space, this will be updated!
