Add model card with paper and code links

This PR adds a model card, linking it to the paper LongSpec: Long-Context Lossless Speculative Decoding with Efficient Drafting and Verification and the code repository at https://github.com/sail-sg/LongSpec. It also adds the text-generation pipeline tag.
