Improve model card and add metadata

Hi! I'm Niels from the Hugging Face community team. I've improved the model card for PPEDCRF by adding relevant metadata such as the pipeline tag and library name. This will make the model more discoverable on the Hub. I also added a brief description and links to the paper and code repository, along with usage instructions from the official repository.
