This PR improves the metadata and documentation for the SINQ quantized Qwen3-14B model:

• Added pipeline_tag: text-generation for better discoverability.
• Added the arxiv ID to the metadata to formally link the model to the research paper.
• Included the names and Hugging Face profiles of the researchers.
