Two newlines after <</SYS>>: https://github.com/facebookresearch/llama/blob/main/llama/generation.py#L45
No newlines added after that, but [INST] and [/INST] always have a space around them (except for the last [/INST]): https://github.com/facebookresearch/llama/blob/main/llama/generation.py#L250
