This PR adds chat templates and also saves the tokenizer config in the standard format. I gave a more extended explanation here.
Hi Matt, adding the chat templates in this format gives automatic parsing warning/error:
this requires a new feature that was released in huggingface transformer library version 4.39
So the thing producing that warning, must be using an earlier version
