Add 17 more leading SCC/FCA/FC decisions

Ingest 17 of the 18 curated leading decisions on immigration, customs
and Charter law: Chiarelli, Chieu, Medovarski, Mugesera, Harkat,
Nemeth, Mavi, Pham, Chan, Jacques, Martineau (SCC); Poshteh, Hinzman,
Thamotharem, Toussaint, Rahaman (FCA); Almrei (FC). Sahin (1994) is
not on the Lexum Federal Court database and was dropped.

The case-law corpus grows from 72 to 89 decisions (3,341 -> 4,308
chunks); the whole corpus is now 15,045 chunks.

94-question eval: Hit@1 0.67, Hit@3 0.82, Hit@5 0.89, MRR 0.76.
Hit@5 dips 0.02 from the pre-expansion 0.91 -- two FB collective-
agreement questions now lose to labour-board case law on labour
queries, an artifact of the richer corpus.

Removes the now-obsolete pending-cases.md.
