You cannot fail in the endgame, but there are several alternative endings.
To go anywhere in the merchant's quarter, or to the palace, you must first go
to the South Agora (S, S from start) and "buy tunic". Then to the baths (W, SW)
and "wear tunic" Once you are presentable you can then visit all areas in the
city.
